Madame Chairman, I am very disappointed to see that this Committee is once again beginning its deliberations on global warming in the wrong manner. Rather than focusing on substantive issues that would be helpful to the debate on global warming legislation, this Committee is choosing to engage in more political theater with a predetermined outcome. The rushed process and the complete lack of understanding of the policy implications of the Lieberman Warner doomed it from the start. Opposition to the bill was not limited to Republicans, as nearly 30% of Senate Democrats refused to support the bill.
Subjects: If this Committee were serious in undertaking efforts to draft global warming policy rather than score political points, it should be focusing its efforts in a much more methodical and deliberative manner that acknowledges the complexity of the issues surrounding any mandatory emission reduction policy. Regardless of my own position on this topic, the Committee should be exploring issues to help build a record on how to draft a cap and trade system, the level of technology currently available to achieve reductions, how to allocate credits, how to design an auction system, how to create a domestic offset program, what the international impacts will be on trade and particularly exports, how to effectively contain costs through a transparent mechanism, and the list could go on.
Remarks: To those who understand nothing I am going to explain the following:
1) Let's assume Lieberman Warner statute is rabid "red", that is "communist" in nature for its consequences to economy. Senator James Inhofe's propositions are "only" red, but in comparison to Lieberman's, they seem to be "white" like a snow. Under such conditions everyone not being blind will see how red liberals (Lieberman-Warner's statute) want to take over America under their red banners. But a hereo Captain America, Mr James Inhofe, will defend USA (or he tries)! And only in those circumstances the commy-reddish color of Mr Inhofe's motions will not be visible. That's a very old communist/fascist trick from propaganda primers.
2) Read the last quoted paragraph aloud if you do not see it is a list of state regulations raping paradigm of free market and personal freedoms. All the points for a sort of discussion suggested by Mr James Inhofe are socialist in nature!
3) All the points suggested by Mr James Inhofe for a sort of discussion are conditions for bigger, no, gigantic corruption on federal scale! Giving the rights to decide in economy matters to state officials is like breeding corruption cancer. Any licence law controlled by administration must lead to corruption. That's a nitty-gritty of textbooks on Economics.
4) Any "cap and trade" system is a "money generator" without production and with ZERO investment! Who do you think will benefit at the expense of the whole American society (thru higher prices)? You know the answer very well. :)
